Red tape agendas are the exact opposite of wisdom-centered operations. Impersonal and insensitive bureaucrats are at the core of red tape operations. Some might call them proletariats with narrow pursuits through befuddling bureaucratic standards with confusing legalese. Red tape will continue to tie up things unless it's cut up with logical systems, intelligent operations, and readable blueprints.
